This commit updates IkeSessionParamsUtils to be able
to encode/decode IkeSessionParams with IKE_OPTION_REKEY_MOBILITY,
IKE_OPTION_AUTOMATIC_ADDRESS_FAMILY_SELECTION and
IKE_OPTION_AUTOMATIC_NATT_KEEPALIVES.
This commit can also maintain compatibility with older T IPsec
modules that do not support the two IKE_OPTION_AUTOMATIC_ options

This commit expose VcnUnderlyingNetworkTemplate classes
and methods to configure those objects in VcnGatewayConnectionConfig.
Those APIs allow callers to configure the underlying network priority
for VCN gateway when VCN is doing route selection. Callers can
construct VcnUnderlyingNeworkTemplate with network requirements and
then set VcnUnderlyingNeworkTemplate list from most preffered to least
preffered in VcnGatewayConnectionConfig.

This commit fixes the NullPointerException issue in converting a
PersistableBundle without UnderlyingNetworkPriorities to a
VcnGatewayConnectionConfig, by adding a null check and building
the VcnGatewayConnectionConfig with the default
UnderlyingNetworkPriority list.

IKE_OPTION_INITIAL_CONTACT
This commit updates IkeSessionParamsUtils to be able
to encode/decode IkeSessionParams with IKE_OPTION_INITIAL_CONTACT
to/from a PersistableBundle
If this option is set for an IKE Session, The
INITIAL CONTACT message is sent to the peer
to ensure that old security associations (SAs)
on the peer are deleted.

AOSP contains the core networking redaction changes, but not the
wifi redaction changes, so the tests that depend on wifi S
behaviour will not pass on AOSP.
Fix testApplicableRedactions by checking that the applicable
redactions are the same ones as returned by the underlying
WifiInfo object.
Fix testMakeCopyRedactForAccessFineLocation by testing the wifi
redaction code iff Build.VERSION.SDK_INT is S or later. This is
different from SdkLevel.isAtLeastS, because the latter returns
true in AOSP.

This CL updates VcnGatewayConnectionConfigs to require
IkeTunnelConnectionParams with MOBIKE enabled for the
IkeSessionParams. This is necessary for VCNs - without it,
they do not support IPsec mobility (one of the main features
of the VCN).

This pacth changes VCN to call #setNetwork and #getNetwork instead
of #setConfiguredNetwork and #getConfiguredNetwork because the
later two methods will not be APIs.
This patch also changes VCN unit tests to build an IkeSessionParams
without a Context because the constructor requring a Context
is deprecated.

This CL updates the identification method for

GatewayConnections were identified by an int[] specifying the

VCN underlying network capabilities should be transport-dependent in
order to allow using anything other than the INTERNET capability for
VCN types that support wifi offload. Specifically, if underlying
network capabilities are not transport-dependent, and Wifi only ever
supports the INTERNET capability, the VCN is unable to utilize wifi
offload together with requiring NET_CAPABILITY_IMS or
NET_CAPABILITY_CBS, since the IMS or CBS capability would be required
for both cellular and wifi underlying networks.
Until such time as a per-transport capability set is allowed, hide
the exposedCapability pieces, and document that all underlying networks
MUST have INTERNET capability in order to be used.

This CL removes VcnStatusCallback#onEnteredSafeMode(). This method was
previously used to notify callbacks when their VCN entered Safe Mode.
However, this is not needed now that
VcnStatusCallback#onVcnStatusChanged(int) is defined.
