Add isMobileDataPolicyEnabled and setMobileDataPolicyEnabledStatus in
TelephonyManager. These are intended to replace the mms-always-allowed
and data-during-voice-call setters/getters.
Old methods will be removed in a follow up commit.

Clarify structure of the argument for the onEmergencyNumberListChanged

For backwards compatibility, instead of calling both the old and new
versions of onOutgoingEmergencyCall, only call the new version, and call
the old version from the default impl of the new version instead.
Change suggested by API council.

Expose the onEmergencyNumberListChanged method, which seems to have been
left hidden inadvertently when introduced.
Add a new version of onOutgoingEmergencyCall that supplies a
subscription ID and deprecate the old one. Along with this, send
emergency call events from any subscription to all listeners regardless
of which subscription the listener specified.

Create base SipTransport implementation and make it available to
listeners.
Expose new SipDelegate creation capability to the framework from the
ImsService.
The next CL will start the integration of the SipDelegateManager
with the framework and SipTransport.

The previous behavior erroneously returned if the package
was not found by PackageManager#getModuleInfo, which means
the persistent process check would never be performed. This
caused packages like com.android.systemui to not be handled
by Rescue Party's mitigation logic. Instead, ensure that
both cases are checked.
