7e8798c1b4 Revert "Remove @Ignore from class level" 
This reverts commit 53d4a34c65.

Reason for revert: once cr/233102640 is submitted it should properly filter out the Ignore from the class level and avoid the issue completely.

d80525db8e Disallow reflection access to AdapterView#mDataChanged after P. 
I talked to the biggest 3p user of this API and they are resilient
to this change.  Moving forward, our advice to developers is to
use RecyclerView.

eb0b605c17 Adding a wrapper class over InputConsumer to use it in Launcher 
This allows us to use platform logic for event deduping and
timestamp extrapolation (eg using velocity tracker on the main tread).


Test: Tested the library with launcher

b24e989600 Don't hold WM lock while updating OOM adj 
Holding the lock can cause quite the performance regression, up
to 9-10ms for app hot launch tests depending on thread
interleaving.

Since the original issue was fixed by
I160f951e103835401ccaaf7c732ba407e011c39b let's try again without
holding the lock since this can be quite a big performance hit.
