Add a keylayout mapping to support gamepad buttons and axes on the
Amazon Luna controller.
Buttons and axes are mapped according to
https://www.kernel.org/doc/Documentation/input/gamepad.txt except for
the Alexa Push-To-Talk button which is mapped to MEDIA_RECORD.

For wifi, a old API: buildTemplateWifiWildcard will includes the merged
wifi which is included to mobile usage. It should not double count
again. Call new API: buildTemplateWifi with
NetworkId: NetworkTemplate.WIFI_NETWORKID_ALL
and null subscriberId to get non-merged wifi usage.

Instead of always wrapping errors in a DeviceIdAttestationException,
check to see if the underlying cause was originally a
DeviceIdAttestationException. If so, unwrap the cause and just re-throw
that, preserving the original error.

Add new methods on LocationAccessQuery.Builder to make it harder to
screw up when using. Changes include:
* Mandatory specification of min sdk levels for enforcing both fine and
coarse permission
* Mandatory "are-you-sure" check when both fine and coarse are above the
base level (i.e. when there are api levels that are left unprotected)
Also adapt TelephonyRegistry's permission checks to follow these new
requirements on the builder.

This will be useful when we want to clear overrides for apps that are no longer needed regardless of the version that is installed on device, e.g., when an app is being uninstalled, when we want to rollback an override, or when we deprecate a change-id.
In addition, rename CompatChanges#setPackageOverride to
addPackageOverrides.

ConnectivityManager#MAX_NETWORK_TYPE is a hidden API which cannot
be accessed after ConnectivityManager becomes a part of mainline
module.
Use the max public network type - TYPE_VPN should be enough since
TYPE_* is deprecated and no longer extended.

This CL updates VcnManagementService to set the NOT_VCN_MANAGED bit for
Networks that are not VCN-managed. This ensures that Networks correctly
regain the NOT_VCN_MANAGED bit after leaving a VCN.

This CL updates VcnManagementService to notify policy listeners
when the subIds for any VCN instances change. This is necessary to
ensure that NetworkFactories properly update their Networks in the
event that a Network comes up under an existing VCN are properly
marked as VCN-managed.

If alarms with long timeouts are created, there is a risk of a
crash in system_server because of alarm creation limit is reached:
java.lang.IllegalStateException: Maximum limit of concurrent alarms 500
reached for uid: 1000, callingPackage: android
To avoid this cancel alarms if Notifications are canceled.

PLATFORM_SEPOLICY_VERSION will be the latest version in system's
compatibility matrix. This change adds a function
getPlatformSepolicyVersion, which ultimately gets
PLATFORM_SEPOLICY_VERSION, just like getSepolicyVersion for vendor.
This will be used from the SELinux CTS.

Telecom was using old form SimCallManager getting method which was not
MSIM aware. User may found they don't have necessary permissions to call
if they have both eSIM and pSIM activated. Provide all SimCallManager
for active subscriptions to PermissionManager so that all of them can
get proper permissions.

This change ensures mobile data state changes result in the reevaluation
of all NetworkRequests; ensuring that any requests that can be fulfilled
as a result of the mobile data state change start the relevant
GatewayConnections
