ab0e8cdc72 Move NotifEntryMan and NotifPipeline from NSSL 
Move NotificationEntryManager and NotifPipeline from the
NotificationStackScrollLayout and into the
NotificationStackScrollLayoutController.

This cleans up some lingering imports that were hanging about as well.

b5550919ff Organize Fullscreen tasks 
Fix a bug where taskinfo changes weren't recording the
changes.

Add FullscreenTaskListener which is very basic and just
shows surfaces on appear. Fullscreen works fine with
this much because the surfaces are always at 0,0
anyways.

f58901fa4f Elaborate on the reason of FGS background start. 
shouldAllowFgsFeatureLocked used to return boolean, now return an
integer that specify the reason of denial/allowance.

If FGS startForeground() is allowed in bg proc state because the list of
exemptions, still generate the Slog.wtf() log messages so we have a
complete list of bg started FGS.

40b2a35a9b Build AppsFilter cache without holding packages lock 
This change attempts to update the apps filter cache without holding the
package manager lock. It makes a local copy of the package settings and
gets the hashcode of each setting's package object. After building the
cache, it checks that all of the packges are the same as before the
cache was built. If there was a change, the cache is discarded and
rebuilt while holding the package lock.

Before change:
MakePackageManagerServiceReady took to complete: ~30ms
MakeDisplayManagerServiceReady took to complete: ~180ms

After change:
MakePackageManagerServiceReady took to complete: ~110ms
MakeDisplayManagerServiceReady took to complete: ~1ms
