Fixes: 180045233
Test: select different bubble while expanded, collapse stack
     => see that newly selected bubble is on top of stack
     => no weird animations like in b/178499353

a60654e05c Send display-OFF event if that is initial state. 
Local Displays have always sent an initial state of something
other than OFF.  With foldables, thats not the case any more so
don't ignore state_off events if the device's state was previously
UNKNOWN.

08db23236c Adding Intent API to navigate to alarm permission page 
This is needed to provide apps a way to request the user to grant them
SCHEDULE_EXACT_ALARM permission

Test: atest CtsAlarmManagerTestCases
Also, manually:

333e0a0a5e Verbose touch debugging for the status bar. 
This resurrects some truly ancient code (2012!) to
understand how users interact with the shade open gesture.
It turns out to be a convenient way to get logs for b/178277858, in which the notification shade simply won't be pulled down in some situations.
