No longer grant READ_PHONE_STATE as a fixed permission to all apps
holding READ_PRIVILEGED_PHONE_STATE. Also clean up the previous grants
by un-fixing the permission if the app requests it in the manifest, and
removing it altogether if the app only requests READ_PRIV.

READ_PHONE and one with only READ_PRIV, then go through the upgrade flow
with this CL.

As explained in https://buganizer.corp.google.com/issues/185431894#comment22, the WiFi network and the VPN over that WiFi network are considered different networks, which will cause the WiFi network update to be ignored by the SysUI

This CL introduces a new attr: effectColor.
The attribute can be used on ripple tags to customize the color and
alpha of the ripple decoration.
It's also possible to change the effect color via code by invoking
RippleDrawable#setEffectColor.

ag/14203210 made isAppHibernationEnabled use a cached value rather than
query device config every time. This happened to break a test that
relied on mocking the DeviceConfig value. We update the static value
directly to ensure the feature is enabled in the test.

This permission is needed for uwb CTS ranging specific tests.
Is the minimally scoped permission that needs to be added?
- Yes, this only allows the app to range to uwb devices.
What options did you explore that did not need this permission?
- Without this permission, it would be impossible to test the raning
UwbManager API which is protected by UWB_RANGING + UWB_PRIVILEGED.

integer, and switches to using the new NetworkScore, using the legacy
integer as a internal representation.

This change disables INTERNET and DUN capabilities once the mobile data
toggle is turned off. Additionally, when the toggle is flipped, any
existing networks advertising either of those two capabilities will be
restarted in order to remove the capabilities.

Due to connectivity modularization work, hidden connectivity
methods and members are not accessible outside the module.
Remove the corresponding usage.
The test case in VcnNetworkProviderTest are not able to create
NetworkRequests with request id assigned. The loop to create
different request is removed. After that, the test does not
provide more test coverage than other tests. Thus, Remove the
test case directly.

Use the flag "debug.sf.enable_hole_punch_pip" (also used by
I56e2a6debce6ede4bebfcbd32bffa01c20461542 to activate using a hole punch
to render the rounded corners) to turn on rounded corners even if
config_pipEnableRoundCorner is set to false.
This will allow testing the feature until we can turn it on.
