6a67dd5bff Send BUGREPORT_REQUESTED broadcast to system user 
This broadcast should have a qualified user since
it is being sent from the system. This broadcast
is being sent to the shell, so we should use
UserHandle.SYSTEM.

7590ff96f0 Change Permission Group methods to be callback, gate behind perm 
Create a GET_RUNTIME_PERMISSION_GROUP_MAPPING permission to gate the
permission group methods behind, and changes the methods to have
callbacks.

3c8c536978 reflect libbinder->libpermission: appops 
Since libbinder is used in many places, lightening it up (vtables in
these classes contribute to private dirty memory).

03ade18672 A WorkSource version of AlarmManager#setExact 
Inexact alarms will have a minimum length window enforced starting with
API S, so we need a clearer separate system API for apps that set alarms
on behalf of others.

e17fcccb1c Use char16_t instead of int in FilterClient to pass 16-bit data defined in TunerHAL 
char is char16_t in cpp backend when defined in AIDL interface.
Which matches uint16_t type defined in the Tuner HAL.

8bbe093657 Avoiding system server dump stuck by pipe buffer full. 
Problem:
RenderThread blocked during dumping gfx info.

Root Cause:
Though dumpGfxInfo() uses an async binder invocation ,When the caller is system server, this invocation is not IPC that means it is not asynchronous, it will keep waiting if dumpGfxinfo output size larger than  16*4KB as reader thread start by transferpipe.go cannot be executed because write pipe waiting. Ensure this invocation is asynchronous to prevent writer waiting if buffer cannot be consumed.

Solution:
Send write action to handler thread so reader thread can be started to consume the data in buffer.

472e9444ac Add instrumented app to JAR path (isolated splits) 
The base APK is loaded during normal execution even when isolated splits
are requested. This preserves that behavior during instrumented tests,
which previously skipped the base APK (causing class loading errors).

Test: tested on device with a trivial automated instrumented test

a41c8f7a7b Adjust concurrency configuration. 
Change the concurrency configuration so that we use all available
contexts when the screen is off and memory is available. Also adjust the
parameters of some work types to make more sense in the tiered
structure.
