Only log the FGS atom for a certain set of packages. Each device
will have a random but stable set of apps, determined by the ANDROID_ID.
By default, the sampling rate is 1, so we log all packages.
If the rate is 0.5, we'll long only the half of the packages. Again,
each device will have a random set of the packages, so the same package
will be logged only on half the devices.

I've deleted the extra attribution for now just to fix the bug asap, but
we need a long-term sync to make sure attribution works properly. For
both cases when the RS app decides to integrate with the new attribution
framework OR decides to ignore it.

To prepare for future work which will plumb AttributionSource values
through all remaining AIDLs, we need profiles to interact directly
with the specific BluetoothAdapter they were created from. This is
how we'll ensure that the relevant AttributionSource can be chained
down from the original Context they're obtained from.
This change also marks getDefaultAdapter() as deprecated to clearly
communicate that BluetoothManager.getAdapter() is the best-practice
path to obtaining a correctly scoped BluetoothAdapter instance.

Changing the per-app default request flows to fallback to a request of
type TRACK_DEFAULT as opposed to type REQUEST. The main benefit of this
change is that these requests will no longer be sent to the factories
which is desired.
