46d2cc8f82 Add memtrackproxy system server service 
Serve memtrackproxy service from system server.

This service enforces access control on requests for memory usage stats
to the memtrack HAL based on the call context's PID and UID.

0a83c4112a Fix package equivalence tests 
Mirror a change which introduced a new defaulted ActivityInfo flag,
and trim nonLocalizedLabel to address a long standing bug in v1 parsing
which has been addressed in v2. This was previously hidden and only
exposed due to APK changes from prebuilts.
