d9be028d41 Fix OneTouchPlayActionTest failure on playback devices 
Playback devices have HdmiProperties.cec_device_types() set to 'playback' and as a consequence, initializing HdmiControlService will automatically initialize a local playback device. This local playback device interferes with the playback device that is added in tests. Concretely, in the failing test the <Report Power Status> messages was being fed to the local playback device, instead of the test one.

To resolve this, HdmiControlService is initialized with empty local
devices, practically ignoring HdmiProperties.cec_device_types().
This will also avoid interference with other local devices while running these unit tests on f.e. a TV panel device.

Also, isActiveSource() doesn't guarantee that oneTouchPlay() was executed, since the active source might have been set in a different method. We should additionally check if the correct CEC messages were sent.

5495bffd23 Reduce invocation of surface placement of switching activities 
This skips to perform surface placement immediately when starting
activity and reporting activity paused. Because the window of
next resuming activity should also do it by relayout.

These skip cases are relatively safe because before the transition
is ready, the visual appearance should keep the same even if without
running surface placement.

One of obvious benefit is to reduce lock contention from the systemui
when handling starting window (add window/relayout/finish drawn).

608b5a2691 Fix issue with updating canAffectSystemUiFlags when swiping up with PIP 
- The previous change reverted to resetting the flag when cleaning
  up the task, so we can remove the other path to reset the flag
- The original intent was to reset the flag when entering PIP, so
  it should be in the likelyResolvedMode == WINDOWING_MODE_PINNED
  block and not the currentMode == WINDOWING_MODE_PINNED block

Test: Verify when entering PIP that we set canAffectSysUiFlags=false
      on transferring the leash, and then back to true when it enters
      PIP
