When changing a ProgressBar from indeterminate to determinate, the display was
not being invalidated correctly and would freeze the progress bar.

Remove the overridden WebChromeClient.onProgressChanged function. We don't seem to need it and
it appears to be the cause of b/2681943. Without that code we need to tweak the terminating
conditions in onPageFinished and notifyDone.

Watchdog now records kernel stacks when it fires
InputDeviceReaderThread could be killed if a key or touch event
was received before initiation made by PolicyThread was made. To
solve this, the start call for the InputDeviceReader thread was
delayed until initalization of the PolicyThread was done in
the WindowManagerService.

When the media scanner scanned a single file, the modified
date (DATE_MODIFIED) was not correctly set in the content
provider. It was set as milliseconds but should have been
set as seconds. This caused downloaded media items to display
wrongly in the camera album, since the date was wrong.

this is called for each relayout() and used to create a full Surface (cpp)
which in turn did some heavy work (including an IPC with surfaceflinger),
most of the time to destroy it immediatelly when the returned surface
(the one in the parcel) was the same.
we now more intelligentely read from the parcel and construct the new
object only if needed.

simplified things a lot, the biggest change is that the concept
of "ClientID" is now gone, instead we simply use references.
