38daff3ce2 Add binder call stats tracking for individual UID 
Test: $ adb shell cmd binder_calls_stats --work-source-uid <UID>
followed by
$ adb shell dumpsys binder_calls_stats
or
$ adb shell dumpsys binder_calls_stats --work-source-uid <UID>

033a5ef99c Enforce setCurrentState calls are on main thread 
These calls need to be done in main thread. Now that it's enforced by
LifecycleRegistry, it should also be enforced here.

4a28e3e8cc Controls UI - Do not throttle drag events 
For range controls, many users will want to swipe multiple times in
order to set the desired level. Currently, if the user swipes twice in
fast succession, only the first set point will be sent. Do not block
these swipe events from being sent to the corresponding service.

72235982a9 Controls - Reduce binding priority 
Discussions with framework team led to addition of the
BIND_NOT_PERCEPTIBLE flag, which will help release the service when
the system is under memory pressure.

Some exsting applications may expect wifi p2p use legacy
"192.168.49.1/24" address. Have a configuration for wifi p2p to
decide whether to use legacy dedicated address or random address.

Test: enter PIP, resize it, restore to fullscreen then re-enter.
The re-entry size should be the same as when exiting.
