By definition, smallestScreenWidthDp is the smallest value of both screenWidthDp and screenHeightDp in both portrait and landscape orientations. When a different value is reported in smallestScreenWidthDp, the app can load incorrect layout.
Also, move updateCompatDisplayInsets to ensureActivityConfiguration to guarantee that it is called after the full config is updated in ConfigurationContainer#onConfigurationChanged

Reason for revert: Fixing the problem that led to the original revert: in the original CL, smallestScreenWidthDp for activities eligible for size-compat mode wasn't guaranteed to be constant and equal to a minimum between screenWidthDp and screenHeightDp because computeConfigResourceOverrides wasn't triggered from ActivityRecord with mCompatDisplayInsets passed as a parameter when activity was cold started in a configuration that didn't require letterboxing.

We were incorrectly analyzing shade swipes during notification
dismissal. When an owner swipes side-to-side, we shouldn't try
to classify it as a shade_drag, which is intended for vertical
drags.
I also found an bad switch-case fall-through in TypeClassifier
related to the BRIGHTNESS_SLIDER that is fixed.
Test: manually swiped on notifications.

Provide a way to always show a rotation button instead of auto rotating for immersive applications when the following conditions are met:
1) Top activity requests to hide status and navigation bars
2) Top activity is fullscreen and in optimal orientation (without letterboxing)
3) Rotation will lead to letterboxing due to fixed orientation.
4) ignoreOrientationRequest is enabled and config_letterboxIsDisplayRotationImmersiveAppCompatPolicyEnabled is enabled
This is needed because immersive apps, such as games, are often not optimized for all orientations and can have a poor UX when rotated. Additionally, some games relying on sensors for the gameplay so users can trigger such rotations accidentally when auto rotation is on.

Transition to AOD was glitchy because many/all parts of QS were not aware we're transitioning to keyguard already (upcoming state) even though current state of StatusBarState still might not be there.
This prevents QS becoming visible for a moment and then quickly disappearing when StatusBarState catches up with the upcoming state.
