Create a new frameworks config: config_guestUserAutoCreated.
If true,
- Device should always have a guest user available.
- Instead of showing "Add guest", the UI will show "Guest", and instead
of "Remove guest", there will be an option to "Reset guest"
- Guest user is always created on boot if it does not already exist
- New guest user is created any time current guest user is removed
For now, these behaviors will be handled by System UI and Settings.
In addition, a few changes were made to System UI to simplify the code.
These changes may also affect devices running without the new config:
- Move GuestResumeSessionReceiver.wipeGuestSession() to
UserSwitcherController
- New method: UserSwitcherController.createGuest()
- Introduce dependency from KeyguardViewMediator to
UserSwitcherController

using adb (`adb shell cmd user list -v --all` to find the user
ids, then remove each guest user with `adb shell pm remove-user
<id>`), reboot device, check that there is a new guest on boot.

Another change is a bug fix that do not use the cached "mWalletEnabled"
on cards querying, because that param is for the wallet preference only.
We use "cardsRetriever"s to handle querying cards on wallet
feature/service not available.
Also register the wallet service event listener to WalletActivity, this
enables the wallet activity finish after the user makes an NFC payment
tap.

When a11y features are enabled, inform the user
when the state of the lock screen changes.
Remove the window accessibility title on the udfps icon so that it won't
announce its window each time the udfps area receives focus. (ie:

1. Individual card states (active, pendingActivation, suspended) have
their own header icon and label. When scrolling between cards that have
different states, the icon and label will fade in/out.
2. The pendingActivation cards will have a verification button
underneath the card view; the button text is parsed from cards label.
3. Add an overflow menu for wallet view, it will navigate to Lock Screen
Settings page. (TODO in next CL)
4. Update the way we render header icon: because gmscore now provide new
version of icons, the programmatical tweaks no longer needed on the SysUI side.
5. Add Falsing prevention for the locked state wallet view:

This CL collapses the hierarchy QSTileBaseView - QSTileView -
QSTileViewHorizontal into QSTileViewImpl. This can be done because now
there's a single type of view for the tiles. The benefit of this is that
we do not have to hack our way to undo things that are done in parent
classes. As part of this remove a lot of unnecessary files.
As part of this, bring some colors/sizes up to spec and make sure that
the sizes are reloaded in config changes.
