Add FLAG to registerDisplayListener method to receive
brightness-specific changes.
getBrightnessInfo() method added to
android.view.Display to get brightness value, min, max
and highBrightnessMode status.

In order to match tracing markers with the metrics, we should start
the tracing marker at the beginning of the next frame, as this is
also the point in time where we start counting janky frames.

Create a dedicated api in the sensor privacy service to check if the
toggle is supported.
Also address some other api feedback and also rename the older mute
feature to all-sensors so that there are no longer overloaded methods
with different functions.

There was confusion as to whether updateBluetoothStateLocked
took an ActivityInfo representing a cumulative total or a delta.
It is confirmed that it is now a cumulative total. (It had been
a delta in the past, but no longer.)

Delay execution of any zygote command that may end up forking USAPs
until we've released our own ZygoteCommandBuffer. Otherwise we fork
the child with an open ZygoteCommandBuffer, preventing it from
opening its own.
