acbba9e681 Temporarily stop killing apps when OP_REQUEST_INSTALL_PACKAGES is denied. 
Need to update tests which toggle this appop as part of the tests
before changing this behavior.

996c7c1357 Get rid of unnecessary policy file saves 
The policy file was being saved twice per mPackageIntentReceiver
and most of the time no permanent settings are changed in response
to this broadcast.

82a40e6ecd Combine discrete listener methods into single state update 
This will enable BubbleStackView to apply a set of changes more
intelligently and to more easily set up the correct animations in
response.

d3e55cf22a Remove channel priority icons from half-shelf 
Don't show the priority/gentle icons on the channel editor dialog view.
Don't bother removing the ImageView from the layout in case we decide to
bring it back though

8d573213af Update multiple validation result to ConnectivityService 
Once a network is determined to have partial connectivity, it
cannot go back to full connectivity without a disconnect. This
is because NetworkMonitor can only communicate either
PARTIAL_CONNECTIVITY or VALID, but not both. Thus, multiple
validation results allow ConnectivityService to know the real
network status.
