Do not send unhandled system config changes to app
...
If the config change is system-level and the app doesn't handle
it, it will definitely get relaunched and we don't need to call
onConfigurationChanged.

Also gives BackdropFrameRenderer a direct-destroy
of Choreographer since it's hammering on new Threads
and we don't want to wait for the GC to release
FDs.

check before dispatching to try to avoid it.
