Compile core-apps according to their own "reason" for A/B

If the core apps are not preopted in the B OTA, and REASON_AB_OTA is not
speed (by default is speed-profile) they will be interepreted/JITed.
This in itself is not a problem as we will end up doing profile guided
compilation. However, some core apps may be loaded by system server
which doesn't JIT and we need to make sure we don't interpret-only.

SoundTriggerDetector should look at the return code to honour success
...
The SoundTriggerDetector calls to start/stop recognition should also
check what the return code from the SoundTriggerService are saying -
otherwise it looks like recognition has started when there's been a
problem.

ConnectivityService dump: add apps blocked logs

This patch adds NetworkInfo BLOCKED/UNBLOCKED status of apps to
ConnectivityService's dump logs.
The BLOCKED or UNBLOCKED status of an app is logged with the app uid
when the app calls getActiveNetworkInfo().
Examples:
mNetworkInfoBlockingLogs (most recent first):
