a package and/or uid to statsd
- OVERRIDE_COMPAT_CHANGE_CONFIG is required to add overrides
The permissions must be signature|privileged, as there are already
examples of code which this would not be sufficient (e.g.
MediaProvider).
This is a re-landing of https://r.android.com/1209240, which was
reverted due to http://b/142942524. The actual fix was done in

toArray() returns Object[], which can't be cast to Foo[]. Switch to
toArray(Foo[]) instead.
Fixed one instance which caused test breakage, and then all the others
I could find.
Also make sure PackageInstallerSessionTest runs in presubmit. It's a
cheap unit test, and tests are more useful when they run. (This is
what I was trying to do when I discovered the test was currently
failing.)

The public platform version no longer can be a codename, it is
always the most recently released platform. A new build property
and API provides either the offical version or the current codename
as appropriate. This will avoid breaking apps that look at the
platform version while development is under a codename.

Assume there are 2 applications A, B with different uids.
There are 4 activities A1, A2, B1, B2 with default task
affinity and launch mode.
After A1 called startActivities(B1, A2, B2):
Original : Task(A1, B1, A2, B2)
This Change: Task(A1, B1), Task(A2, B2)
In other words, the source caller cannot launch its activity
above the activity of other application in the same task, and
it can still launch activity of other application in its task.
