This reverts commit 4ef153a797.
Reason for revert: This fixes a foldable bug and so not really needed anymore for sc-v2. We'll leave it master only.

We didn't want the UDFPS overlay to handle touches when a user pulls
down the notification shade. We accomplished it by ignoring UDFPS
touches if the notification shade is expanded.
However, that had an undesired side effect. Apparently, the notification
shade is considered expanded when a heads-up notification (HUN) is
showing. Which means if a user receives a HUN during authentication,
their touch will be ignored.
This CL fixes the undesired behavior by also checking the expansion
ratio. It appears that when a HUN is showing, the notification shade
reports itself as expanded with the 0.0f expansion ratio.

* When the QS customizer is active, closing the split shade does not
close the customizer.
* When three-button nav is enabled, pressing back when the QS customizer
is active on the split shade will close the shade, not close the
customizer.
This CL instead adds functions to QS.java so we can check whether the
customizer is active (and close it), so we can handle these cases
appropriately.
Test: Manually verified.

At some point, the functionality drifted from the name and
documentation. This changes the functionality back to the mismatching
functionality, but renames the method and updates the documentation to
match the behavior.
