Remove unused "vendor allowed apps on org-owned device" resource

Browse Source 
Remove an unused resource for a list of vendor-allowed personal apps on
an organization owned device.

The feature was never implemented, no need for the resource.
Bug: 181593921
Test: that it compiles.
