BatteryStatsService: Fix wrong arguments passed to noteBluetoothScanStoppedFromSourceLocked.

Arguments in the wrong order were passed to
noteBluetoothScanStoppedFromSourceLocked in noteBleScanStopped,
which may cause time errors in BatteryStats.
