Add Build.Version.RELEASE_OR_PREVIEW_DISPLAY

Build.Version.RELEASE_OR_PREVIEW_DISPLAY propagates a string that
contains a user-friendly version name for preview releases, or the
Build.Version.RELEASE version for final releases.
