Add package cache handling to PermissionService.

Since it's also in PermissionManagerServiceImpl.

The other corkPackageInfoCache() call in
PermissionManagerServiceImpl.updateAllPermissions() is skipped because
we are already properly batching the change notifications and there will
only be one invalidation call.
