Adds a DumpController to SystemUI Dependencies

The DumpController allows any SystemUI Dumpable class to subscribe to it
and be dumped during dumpsys of Dependency.

Test: manual (dumpsys Dependency shows "DumpController state)
Test: atest DumpControllerTest
