Showing dialog even when dismissed externally and timeout didn't pass

Flag: KEYBOARD_BACKLIGHT_INDICATOR
Bug: 281845445
Test: Show dialog -> within 3 s [touch outside of it to dismiss -> change brightness again] -> dialog should appear
Test: KeyboardBacklightDialogCoordinatorTest
