docs: Pulling TODO out of doc comment

The TODO in the doc comment was exposed in the public reference docs.
Moving it into a non-doc //comment , after the doc comment block, so
the doc-generation engine will ignore it.

NO_TEST , fixes a doc bug (no code edits).
