Revert "Make blacklist the default hidden API list"

This reverts commit 3f4136c3b7.

Reason for revert: Causing too many downstream issues together
    with I2c1353d31386da447456b17f9643c0470128ee3d. Revert to
    unblock pi-release and testing.
