Also dispatching that we finished waking up after booting

Previously we only were dispatching the startedWakingUp call
after boot but never actually told our listeners that we also
finished. This could lead to pretty bad bugs where notifications
were stuck visible on AOD because the listener thought that we
were still waking up.
