Fix the flicker when entering PiP from Recents

Noticed onKeyguardVisibilityChanged(visible=false,
                                    occluded=false,
                                    animatingDismiss=false)
callback when entering PiP from Recents, which causes the PiP window to
be visible while it has not settled in final bounds.
