log VoIP capabilites that were introduced in U

CAPABILITY_SUPPORTS_TRANSACTIONAL_OPERATIONS and
CAPABILITY_SUPPORTS_CALL_STREAMING were added in android U.
Currently, if you register these capabilities, they fail to print
in dumpsys. This will make debugging harder. Adding to logs to
make the debugging easier.
