Turning on flag for latest wallaper picker for creative category

This CL aims at turning on the flag for latest wallpaper picker for creative categories. Bug: b/281530539 Test: Tested by building and flashing on local and checking the functionality of the picker Change-Id: I79926c63acb7b4e9ac84c4ee6bfdb359d73b87b0
