unregister FileCleanupReceiver when disableHistory

FileCleanupReceiver was not unregister when switch NotificationHistory

Testing Steps:

1. Settings -> Apps and notifications -> Notifications -> Notification history
2. Repeat switch 1000 times and system crash.
