Toast: Solve the NPE problem in session.java

In the if statement here, 'isFillDialogUiEnabled' should not be an
independent '||' operation, which will cause the previous addition to be
invalid. It should be in the same level as 'isViewFocusedLocked', and
use 'isRequestSupportFillDialog' replace.
