Handle when AnimationUtils getExpectedPresentationTimeNanos is not called in a callback

This change tries to handle the case when
getExpectedPresentationTimeNanos is not called in a callback (it happens
rarely). When getExpectedPresentationTimeNanos is called outside of a
callback, we call
mChoreographer.getLatestExpectedPresentTimeNanos() to
obtain the value.
