Update javadoc for set/isForceConfirmation() in CDM

Browse Source 
Replace "would prefer" with stronger language - "requires" - in the
javadoc to AssociationRequest.Builder.setForceConfirmation(boolean) and
AssociationRequest.isForceConfirmation().
