Bind to the existing ExternalStorageService of the parent user for a clone profile.

The clone user and the owner user will share media with each other in the App cloning design (go/android-app-cloning)

Test: atest android.multiuser.cts.UserManagerTest#testCloneUser, atest com.android.server.pm.UserManagerTest#testCloneUser and manually ran shell commands on the clone user
