Lin Yuan 9eff8f7a8d RESTRICT AUTOMERGE Fix: policy enforcement for location wifi scanning 
Make DISALLOW_CONFIG_LOCATION effectively disallow wifi scanning and
bluetooth scanning settings for location services.
