Lei Yu 9a80d6ebb8 Update the mechanism to upload new anomaly config ...

1. Move the config update to jobscheduler, so config is checked and
updated every day.
2. Before the update, always delete the old config.
3. Move uploadIntent method to BatteryTipUtils.
