jeffreyhuang d229c25136 Introduce BluetoothAudioSampleRatePreferenceCtrl
- Create new BluetoothAudioSampleRatePreferenceController
 - Create controller inside the DashboardFragment
 - Port logic from DevelopmentSettings into the controller
