Zoltan Szatmary-Ban 1a2aa9942f Reflect Wifi config lockdown restriction in Settings ...

DO created WiFi configurations are now only locked down
for editing/removing if DISALLOW_CONFIG_WIFI is not set.
This needed to be reflected on Settings UI.
