In ag/20641184, it looks like we changed the behavior to only replace
titles when in fact some strings were replacing the summary.
This causes some entries to have the summary as the title instead.

Currently the "Safety Label Changes" feature is toggled on only when the
following two feature flags are enabled:
1. safety_label_change_notifications_enabled
2. permission_rationale_enabled
Remove the dependence on "permission_rationale_enabled", so that "Safety
Label Changes" only relies on the
"safety_label_change_notifications_enabled" flag.

Created a new MoreSecurityPrivacyFragment, a new
more_security_privacy_settings xml.
This more_security_privacy_settings xml is a created by merging
privacy_advanced_settings.xml and security_advanced_settings.xml and the
MoreSecurityPrivacyFragment is created by merging
PrivacyDashboardFragment and SecurityAdvancedSettings fragments.

We need to watch the lifecycle so that we can unregister callbacks and
not cause leaks.
This change also rewrites the SensorPrivacyManagerHelper. The previous
implmementation was using deprecated apis. It also had an issue where
if a callback was added it would not necessarily register alistener with
the callback with the service since that was only done when the value is
checked. Now we register a listener when the class is instantiated and
with the new API there will only be the 1.
Finally we impove the tests to have more coverage and test both
SensorToggleControllers and the SensorPRivacyManagerHelper class.

Safety Center is enabled, the existing "Privacy" screen will be
different in a few ways:
1. Its title will become "More privacy settings"
2. A few preferences will be hidden
3. A few preferences will be reworded
4. The ordering of a few preferences will change
5. The PRIVACY_SETTINGS intent will now point to Safety Center;
PRIVACY_ADVANCED_SETTINGS will point to "More privacy settings".

setting that controls whether a notification is shown when an app
accesses clipboard.
