This fix updates the style for buttons to better conform to the screen
by using weightSums.
It also makes layouts much more flexible across platforms by making
better use of the square aspect feature of LockPatternView.

This updates the layout to make more room for the button
text in SecuritySettings. The code now uses styled attributes
to make it easier to tweak in the future.

Since now SecuritySettings is a fragment, not an activity, reacting
to intents is not easier anymore. The new activity is transparent,
and it works just like a dialog. This change also refactor'ed
SecuritySettings by moving some preference construction into
security_settings_misc.xml.

Improve the look of the UI, and add the confirmation screen
for enabling an administrator. This uses the new framework APIs
to show its description and policies it will control.
