1. Move SUW related themes into its own theme file.
2. Move non-theme styles into styles.xml
3. Move theme styles to themes.xml
4. Group all TextAppearence together in styles.xml
5. And remove some unused resources

"eSIMs" is not a RTL string, so it will align to left even we change to
RTL language like Urdu. We must set the textDirection of TextView to
"locale" to force it follow locale's direction. We don't use
textAlignment to set string direction because it contains list bullets,
and list bullets will still align to left.

This is the initial change for updating the suggestion cards:
- add a feature flag to swap between the new and current UI
- change suggestions to a standalone dashboard item. It becomes a
horizontal scroll list that won't collapse/expand.
- the expand/collapse logic now only control the conditions list
- add draft for the new suggestion UI elements, but detail to fine-tune
to match the UI spec will come in following changes.

Align the size of pattern view in ChooseLockPattern,
ConfirmLockPattern, and keyguard as much as possible.
In rare cases they may still be inconsistent because
the screens have different content outside of the
pattern view (e.g. header text, navigation buttons etc)
