- Add a footer view with collapsing button and this view will be
appended to the last position of condition cards when condition
cards are expanded.

For NetworkRequestTimeoutDialogFragment, the dialog show after WiFi
scanning timeout or get no WiFi ap to list. Dialog will ask if user
want to continue scanning or cancel.

Update some strings:
In settings it has the same resId for this title so I skipped migration
for it. Actually it should be "Access Point Names" instead of "APNs".
Also since "roaming" is used nowhere so we can update the string
directly.

CDC is going to use BiometricPrompt instead. This change
removes FingerprintManager from CDC. BiometricPrompt
will show before pin/pattern/pass is shown.
