Two issues:
1. UID of settings app == system UID. But isSystemUid failed to recognize
Settings in secondary user is also a system uid.
2. For USER drain type, we should launch the detail page in current
user.

Test: Switch to seconday user. Go to Settings->Battery, tap owner user
battery entry, observe that detail page is shown.

This CL updates the availability to behave properly when a
user other than the primary user is accessing it. This also
makes the api return no intent if they don't have permission to
access this because attempting to go to that screen will cause a
crash. Also updates tests related to this change.

Since the related bug in battery stats is fixed, it is safe to
turn it on.
Also fix a bug in LocationCheckAction. In PermissionChecker we should
use permission name to check, not permission group name.

blocked adding XML based on current sim status rather than
indexing everything and changing non-indexabe keys.

In the PowerUsageAdvanced screen the text showing whether your time
remaining information is enhanced or not should not show when the
device is plugged in. This CL fixes a bug in that logic that would
show the text when it wasn't supposed to.
