When other network types with higher priority than wifi is
connected alongside wifi, turning on ADB over wifi is not
possible.
This is happening due to `isWifiConnected()` only checks
if wifi is the default network and not if wifi is connected.
Often times multiple networks such as ethernet is used in
conjuction with wifi, making ADB over wifi not working with
the setup.
Fix by returning if any available network is a WiFi network.

ConnectivityService is going to become mainline and can not
access hidden APIs. The mobile provisioning url is used by
telephony and it will use the hidden xml parsing APIs. It also
would make more sense to have the parsing inside telephony code.
Thus, move getMobileProvisioningUrl parsing to telephony surface
from ConnectivitySerivce and update the corresponding callers.

There're 3 VoLTE configuration UIs sharing the same configuration,
but only 1 of them will be displayed.
The 3 classes extending Enhanced4gBasePreferenceController are:
1. Enhanced4gAdvancedCallingPreferenceController
2. Enhanced4gCallingPreferenceController
3. Enhanced4gLtePreferenceController
They're different in the value of getMode().
The design within Enhanced4gBasePreferenceController only allows to show one of them.
Which means, the other two don't need to register for PhoneStateListener and should ignore actions in response to it when receiving callback from PhoneStateListener.
Through detecting the VoLTE configuration mode, some operations could be
avoided.
This fix is targeting to avoid these operations from happening.

Fix an issue due to recent changes tha made the settings app
accidentally categorize non sdk gated changes as targetSdk > -1.
The recent changes made target sdk changes have a '>=' condition instead

The carrier config nr_enabled_bool is false, preferred network mode
should hide 5G UI. This bug is that the summary show 5G item when
nr_enabled_bool is false.
Solution: if nr_enabled_bool is false, it checks capability and then
removes 5G capability of network mode.

There are currently no callers of the setSubscriptionPlan() API that
have a MDP app set up. Remove the button when SubscriptionPlans are
defined, since it does nothing and causes confusion for users.

tethering in the USB menu when in a guest account.
It will cause main users to spend their money unexpectedly.
This CL will hide the tethering option on the USB menu when in the
guest account.
