Some pages that extend ManageApplications always display a loading
spinner when entering them. This is caused by that it takes over
100 ms to load all apps and to sort the apps. In addition, the task of
loading all apps might be invoked twice, which caused loading time
increasing.
This CL is to make sure the task of loading all apps execute only once
in those pages that extend ManageApplications.

The loading spinner in the page is displayed by default, regardless of
whether or not how many apps are in the page. This change is trying to
remove the loading spinner from the page since this page doesn't have
many apps in it.

PackageManager.getPackageInfoAsUser() will throw DeadObjectException
when the package is too large which is a known issue to PackageManager
but very low priority given resourcing constraints. As per the
PackageManager team suggestion, catch the exception on the app side to
alleviate the impact to the App info page.

In this cl, we migrate origin files/method from framework into settings app.
So, we can control layout and drawble without impacting other app.
And we only remove to set a tint color in app_permission_item.xml.
Currently, it won't tint color for dot now.
Test: See the screen and dot's color is correct.

String implements that interface, however, Spanned class
too which is a rich text format that can store HTML code.
The solution is enforce to use String type which won't include
any HTML function.
Test: Rebuilt apk and see the string without HTML style.

Some pages are updating the background color for action bar after action
bar is created, which will break the animation of collapsing toolbar. It
also causes the different color filled in the status bar and collapsing
toolbar area separately. Removing the styleActionbar method from
EntityHeaderController can fix this issue.
