- It takes about 3ms to query a Carrier-Config each time.
- Create a singleton class to share the Carrier-Config for all
sub-settings.

- Because b/209906859 needs to add WiFi service check for WiFi-less
pixel project.
- But mWifiManager has not been initialized before the
addWifiSwitchPreferenceController() function, which will cause the
controller to not handle the WiFi switching UI.
- Add a hasWifiManager() function to initialize the WiFi manager and
handle related functions.

This is the modem request to disable enabled esim profile before
set simSlotMapping.
Since the framework still do API refactor ag/16494924. The
switchToSub API will be changed, so here modify two callback.
